Different technical and economic measures are currently being considered to incentivise shipping companies to reach these targets, with three main options on the table: 

• Pay only when emissions are above a certain threshold/receive only when emissions below certain threshold 
• Pay for all emissions 
• Pay for all emissions, reward for emissions below certain threshold

The different proposals are currently undergoing an impact assessment and are expected to be approved in 2025 for entry into force in 2027.
